1881

May 6th. By means of a decree order, the Governor of the Province of Buenos Aires, Mr. Dardo Rocha, opens a tender for the submittal of the public building plans and budgets which are to be set up in the future capital of the province. Section 2 of such a decree reads: “The President of the Engineers’ Office, two members of the division of Public Work of the former, two architects, a physician, a lawyer, and two merchants,” will make up the commission which will "constitute the Panel of Judges who are to decide about the commended projects."

November 5th. During the ninth session, the Tender Commission for the new-capital buildings appoints the members of a Panel of Judges so that they examine the plans to be submitted; Architect Luis A. Viglione is thus in charge of the examining those for the Legislative Building.

November 22nd. In the Governor’s office, the proposals received are read.

Mach 29th. The Tender Commission reads a report from the Panel of Judges in charge of studying the Legislature building projects: “The Project hinc labor, hinc merces has satisfactorily achieved the requirement of this tender, being its distribution plan and architecture evaluated as very good; it is therefore considered the best among those submitted.

April 20th. The Tender Commission votes and states the authors of the Project hinc labor; hinc merces who are granted the prizes.

May 20th. By a decree order by the Governor, the plans for only two buildings of the new capital city are adopted: one, the Municipality and the other, the Legislature; the latter produced by Mr Gustav Heine and Mr.George Hageman, from Hannover.

October 13th. The Legislature of the Province passes the Law nº 1579 which allows the Executive Branch not to invest more than seventy million three hundred and fifty thousand pesos – domestic currency – in constructing public buildings in La Plata. Five million is allocated for the Legislature Building. Section 2 of such a decree states that "The starting date for the construction of these buildings is determined by the Executive Branch; however, as long as their soundness allows, they are to be finished as soon as possible."

Octubre 30th. The President of the Senate, Mr. Adolfo González Chávez announces the Executive Branch that in a close session held on 28th October, Commissions in charge of materials and constructing the public buildings of the city of La Plata , was agreed and assigned: "for the Legislative Building, Dr Nicolás Achaval, Dr. Santiago Luro; and Mr. Juan Ortiz de Rosas."

October 31st. The Governor Mr. Rocha, by means of a decree order, assigns different commissions to manage these buildings. Detailed dispositions for purchase, distribution, surveillance, and payment of the materials are established; the Executive Management of the work and one head-office at disposal of every commission are organized; the commissions’ responsibilities and special powers assigned and guides for the technical and financial control of the work are stated.

1883

March 29th. At request of the Commission in charge of the Legislature Building, the Governor named Mr. Pascual Monsalve “to hold office as a supervisor of such work.”

May 29th. "The work was started (…) by the master entrepreneurs Mr. Plou and Mr Olivieri. Up to December 31st (1883), two hundred ten thousand pesos (pesos moneda nacional) have been invested in this work."
